New Worker Steal Record?

So I'm just fooling around with an Incan game, and on t16 I see a CS with a worker just waiting to be "recruited". I thought that CS didn't spawn workers until t20? Was this something new in a recent patch?

No it just varies depending on CS build order and surrounding terrain (better terrain = faster worker construction).
