Shoshone Military AI

There may be a problem with the Shoshone's AI. In a war between them and Rome I observed Rome take one of their cities and hold it for about 10 turns.
The Shoshone had dozens of military units, and were building many more in the remaining cities, but they were ALL of ARCHER types. This rendered them incapable of taking back their city.

I ran FireTuner and watched what they did for a few turns. Despite surrounding the city and reducing its strength to nothing, they were unable to hit the final blow and re-capture it.
They were very good at moving their injured units out and replacing them with full strength ones. They also restricted Rome's advances towards re-supplying the captured city.

I finally saved the game and quit out to investigate. I imagine if I left it running on autoplay they will still be dancing around a decimated city trying to get in.
