Bomb shelters are useless.

i agree. while the OP's idea is a good one and would make it more realistic, nothing f*cking pisses me off more than oda on one of his binges. the minute i smell that little rodent in a game i send out my troops to rape and pillage every last little hectare of his . the reason i play this game is to not have a fully realistic experience.. i like making my own history.

Actually, making your own history is more realistic. No Civ knows how its history will turn out until it does.
