Does Iron Curtain actually work?

Hi,

In the Order Ideology:

Level 3:

- Iron Curtain; Free Courthouse upon city capture.

I got this in a game yesterday, and noticed that I wasn't getting a Courthouse after capturing a city? Anyone know what's going on?

Just an educated guess, but does it not come until the city's resistance period ends?
 
You have to annex it upon capture to get the free courthouse. Puppeting it doesn't give you one. Annexing it later after resistance is over also doesn't.

Wow. Thanks. That was my issue. I always puppet and then annex later if I want.

Thanks, this helped me. Before you posted, I thought the whole policy was broken, now I can get some use out of it.

Just want to chime in that I don't think this is true. I took Iron Curtain once, and got the Courthouses even in the cities I puppeted (while they were still puppeted!). However, when I later loaded the game, the courthouses were gone. Pretty sure there's a save/load bug with regards to this policy.
