Can Moai be built on snow? There's a really nice island with silver and deer and it's all 2 tiles wide for 4 tiles long with a single tiles wide 2 tiles long piece of land sticking out of it which would be perfect for some +5 moais. but it won't work if I can't plant them on the northern 3 tiles.

Pretty sure they can. If I recall correctly, any special tile improvements can be built on any tiles as long as it qualifies for that improvement type. You can build an academy on snow for example or an incan farm on a snow-hill.

Yes, they can be placed on any coastal (ocean) tile that isn't a mountain or natural wonder.
