The citizens are revolting (in more ways than one)!!

Thanks northernscribe and jango76 - It seems that I thought the situation was worse than it was.

I do want some of those cultural buildings and I do build them, but building those means not building a unit or a building that helps your army, so sometimes I'm not sure when it's a good time to build them.
