won diplomatic on emperor

I finaly won a diplomatic victory on monarch. Of course, my friends STILL either voted for their enemies, or just didnt vote at all. But I ended up owning so many citties, I was able to win by just me voting for myself alone.

The sad part is, I could have just as easily won at this point through a military victory. So...... I guess the old saying is true, the UN really is useless on harder levels.
