Bombarding a city only damages naval units?

Unfortuantely I didn't save this... I didn't even think much of it until I started reading this forum and I realized it shouldn't happen, but every time I bombarded this one city I would only hit the naval units (until I managed to destroy them with lethal bombard).

Maybe it snot a bug at all, I dunno.

Were you bombarding using Naval units? Ships target ships first in cities.

Hrmm... I had two ships and two artillery bombarding and I htought they were all hitting the transport that was in the enemy city... Maybe I'm just confused... I don't have a save to check it out... Is that how it's always been (I mean since vanilla civ?)... I always thought you hit the defending unit or damaged buildings, but naval units were totally protected if they were in a city.

Oh well, never mind me.
