Delegates

I founded the World Congress in my current game and as a result had 2 delegates for voting on the first round of resolutions. When it came time to vote on the second round of resolutions I was still shown as the leader of the World Council and the upper part of the WC GUI showed I had two delegates, but in the voting section I only had access to a single delegate. Any idea on what happened to the second delegate?

Thought about it a bit more and I think your right. I do seem to remember trading a vote to gain either a luxury or a RA
