Guilds? How do they work in ROM:AND?

So I have been playing for some time and I was wondering how guilds work? I couldn't really find any civilopedia entries explaining how they work. I believe I have the necessary techs and I have changed civic to Guilds. But all I can build is "guild halls". None of the special guild buildings, like the Servants guild hall, or the master guilds are available to be build. However suddenly the "Clerks Master Guild" appeared in one of my cities. I didn't build it, it just appeared and the game notified me by a normal event message that it was build. When I hover my mouse over it inside the city it says that it requires Servants guild hall 0/1. How could the master clerks guild suddenly be build without me fulfilling the prerequisite?

So, what's the deal with guilds how do they work? Is there someplace where we can read all about it?

I am using ROM:AND 2.2 beta 2 (rev826)
 
Guilds are complicated. Right now, you have to build one of the 3 "master" guild halls, then each of those unlock 4 of the actual guild halls, which will found a guild. Then you can use those to build the guild executives and spread the guild.
