yeah right.
at first i thought its a bug but it was there since vanilla iirc so it seems its a feature

Really? :O i thought it only removed the extra unhappiness in occupied cities.

There was a bug in Vanilla that caused Courthouses to remove *all* per-city unhappiness, but I believe it was patched long ago so that an annexed city with a courthouse is the same as a self-built city, notwithstanding the maintenance cost of the courthouse and additional social policy impacts on the Courthouse.
