Siam

I have had Siam in 3 of my last games and it seems like he is not buying up city states. Is this a bug or was he just getting pounded to hard in those games? Have you guys noticed this yet with Siam?

Well, Siam doesn't HAVE to be on good terms with city states, though I would were I in Ramy's shoes.
Maybe he just didn't have the money to spend on them, perhaps funding his armies or paying tribute to his victorious enemies.
