Allow cheating on the blitzkrieg mods?

Hello everyone, i just downloaded Blitzkrieg 1942 & 1941, when i went to play 1941, i noticed that Iceland was in American hands (America DID occupy Iceland in world war 2, yet the UK was still in control at the time that this scenario is set). I went to toggle cheat mode so i could fix this error, and maybe do a little more messing around as i saw fit, but a message came up saying "It's strictly forbidden to cheat". Now, i know for a fact that this is not a standard thing in Civilization, so must be a product of the scenario. Does anyone know how i can turn this restriction off?
