[BNW] Unable to build Statue of Liberty wonder

In the attached game I've researched replaceable parts, and cannot build the Statue of Liberty. I know the wonder has not been built because if you look at my spy in Mecca that city just started building the Statue of Liberty.

Have you taken Freedom as your Ideology? SoL now requires Freedom.
