Referencing and Blocking the Same Mod

How can a mod work if it references and blocks the same mod? I have a mod that references Health & Plague and block it, too.

Reference is optional (Depends is the required version)

So if H&P is enabled, you won't be able to enable the mod (as a blocking mod is enabled)
If the mod is enabled, you won't be able to enable H&P (as the mod blocks it)

Only if both the mod and H&P are somehow enabled, would the "References" bit kick-in and require H&P to load before the mod

So while the Reference is redundant, it won't cause any issues
