If going into modern, is loose placement best?

Surely if you have the internet and an SGL and Shakes hasnt been built and you have free artistry, you can get 10cpt on your first turn.

I imagine that happens pretty rarely

A cultural expansion in two turns is easy to acheive if you have education and lots of money and/or units to disband, library first turn 3cpt, uni second turn 3 + 4cpt, it helps in cost if you are scientific.

Looks like a 3rd turn expansion. Don't know what Education has to do with it?
 
On the first turn you rush a Library and on the second a University. That makes 3 cp's for the first turn, and 3 + 4 for the second turn.

It would be possible to get an expansion on the first turn, if you have the Internet that endows every city with a free Research Lab, and in addition to that free lab you rush Shakespeare's Theather.

Well I didn't believe it and it took me this long to test it. Of all the responses to my challenge I hope everyone paid attention to this one. Nothing required except Education for the University, beautiful.
 
um in C3C u need a libary in the city to build a university. so of cource u need also literature. i took a look into the editor
 
i use CxxC but not strictly; it's more CxxC from the last city founded. so for example, the capital might have CxxC on one side then CxxxxC on the other.

i break the rule for the odd city if there's a resource, or river, or bonus tile to be gained.

my (core) cities usually grow to between 8-12, averaging between 10-15 shields which is perfectly adequete and usuable. ocassionally one is a rebel and hits 18-20. any excess food becomes specialists.

when i reach hospitals, i don't generally tend to build them, so above size 12 is useless for me unless it gives me a 20-25 size city which i can then stick a factory in.
