Archaeologist digs in neutral land

If you dig in neutral territory but either of the following happens:

a) Another civilization borders expand to your dig site whilst you're digging
b) Another civilization puts a new city via settle in range of your dig site after you've already started

the you'll take a faction hit for finishing the dig, even though you start the dig in neutral land. I had the second one in a case where I was digging near my land as Venice, and China comes along 1 turn before I finish the dig, puts a city there, I finish the dig and get a Venetian artifact and China moans that I stole 'their' work.

It's a pity, but that's exactly how it has to work.
And you would claim the dig site in the same way the ai does, if it was you that put down that city nearby, wouldn't you?
