Indonesia Liberating City States on another continent gives it the luxury

As Indonesia, I liberated monaco, which was on another continent. The city tile immediately got pepper. Not sure if this a bug or feature though.

Sounds like a bug. At best it should only give the special luxury spice if you actually own the city (either puppet or annex).

Would help if you could upload an (auto)savefile from just before you liberated Monaco.

Maybe it is game mechanic if monaco was one of your first 3 additional cities not on the landmass of your capital. Maybe the game doesn't make a difference between settling and annexing, putteting or even liberating, as for a short moment the city is on your cities list and that could be the time when the game applies or not applies your special resources.

Sorry I dont have savefile of the incident. But one thing I noted is that when the notification popped up to liberate or annex, the city itself was in indonesian colors. Seems like a bug not found in internal testing.
