how do you theme great works?

kind of a silly question... I get the concept of theme'ing, but within the GUI, is there a way to move great works from one city to another to get a theme bonus? or does it require having to trade with other civs?
 
There are tooltips on the buildings/Wonders which tell you what they require to make a Theme Bonus. Sometimes you will have to swap Works/artifacts with other civs in order to meet the requirements of the Theme Bonuses.
 
If you're moving Great Works from your city to another city, in the "your culture" interface with different great works slots, click on one and then click on an empty slot in another city. If you want to get a great work from another Civilization in exchange for one of your own, go to the "swap great works" interface. Then, select one of your own great works in the appropriate list for your Civ (one for Writings, Art and Artifacts) and then click on one of the desired artifacts from the same column. At the bottom, you should see a foreign Great Work and your own selected. Click the "swap" button, and move the newly acquired great work to the desired slot.

The swap thing is only for museums and national wonders (oxford and hemitage).

For wonder theme bonus, one needs to generate GAWMs by oneself and in the SAME era to get the bonus, thus requiring some planning and timing:

Global theatre: 2 GWs
SC: 2 GA
Uffizi: 3 GA
Broadway: 3GM
SOH: 2GM

and lastly
Lovre: mostly trading will do, which is actually easier than Uffizi or Broadway.

That's wrong, sorry. They have different theming rules. For example Sydney Opera House needs music from different eras.

Right, SOH is different era, because I never tried to build it at that point, so I forgot. Same with Great Library, different eras, but that's early hammer, not wise to spend on this wonder.

But the other four key wonders are correct, which is important to snag them and possible to get them all below deity.
 
what is need for the Louvre?

You need two artifacts and two pieces of art, each from different Civs and Eras, if that's what you mean.
