We never made any agreement of the sort. That was never part of any deal ever. If you think that was even considered at any point, your interpretation of the agreement is severely flawed.

The Patagonia region is Britain's and New England's to administer and divide as they see fit, as per their pre-existing colonies in the region, and always will be. The Patagonia region is British and we will be enforcing our claims by force if necessary. Patagonia is part of British La Plata and we will not be removing ourselves from it.

Chile will cease to arm the Patagonian natives, or there will be consequences.

Brazil and the United States have zero claim to the territory and would do well to stay out of it.

Perhaps we misspoke. Perhaps you misunderstood. Let us calm ourselves and try again. We merely meant that the territorial claims of Peru did not suddenly come from nowhere, that this had been an ongoing point of contest between your two nations for some time.

And we agree with you that Peru should have sought mediation earlier and not turned to war. We have said as much.

And when we called your peace treaty a ‘land grab’, we merely called it as we saw it. You were attempting to annex territory in some sort of punitive measure that would ultimately, and I am sure you will agree if you think about it, ultimately lead to further bloodshed.

So… lets all take a deep breath. Peru has said it will not allow a non-American party to mediate on its behalf. That’s fair and we understand that. That is why we offer our services. Let us (the USA) attempt to mediate a fair and just peace that satisfies all parties and if you are still unsatisfied, no one is forcing you to sign anything.

In the spirit of conciliation, we apologize for having offended you; it was not our intention. Now, let us attempt to find a peace. We you allow us to attempt mediation?

The Lake Titicaca Resolution

Here is the step-wise armistice and resolution proposed by the United States and agreed to by Peru and Bolivia.

US intentions in mediating this dispute are entirely dedicated to obtaining a peaceful and long-lasting solution to the crisis.

Any involvement on the part of the signatories is voluntary.


1:
Firstly, let us agree to a cease-fire. Both sides will stop firing on the other. We all want an end to this war otherwise there would be no mediation and so we hope we can all agree to this.


2.
Bolivian soldiers shall withdraw from the territories of Peru (as defined by the national borders present on common maps of the area from 1880). We realize that Bolivia may have some difficulties with this point but rest assured that Bolivia’s point to punish Peru for their invasion has been made and it is very unlikely that we will be able to find a permanent and lasting solution to this territorial crisis while Bolivian soldiers occupy land that has been historically established to belong to Peru.
Likewise Peru shall lift its blockade of the Bolivian coast and remove any soldiers from Bolivian territory (as defined by the national borders present on common maps of the area from 1880). We realize that Peru may be hesitant to withdraw from any gains made in the contested territory for fear of losing it permanently and completely but in the interest of peace and a long-term solution, we are sure they will agree to this concession.

At this point, we can already take pride in our diplomatic successes; we’ve already ended a war and have step firmly upon the path of peace.

Before we proceed with determining the fate of the contested territory, we must first define the scope and specificities thereof.

In the first round of negotiation, Peru and Bolivia, with US mediation, shall define the borders of the territory that Peru disputes as belonging to it and which Bolivia insists is Bolivian. This is not an open invitation for Peru to claim lands from Bolivia; because it is Peru who is demanding a redrawing of borders, it is incumbent upon them to show evidence of some sort (legal documents or maps) for the scope of the territory claimed.

In the second round of negotiation, we shall turn to the international legal community to assist in resolving the dispute. Each party will appoint three ‘experts’. Said experts must be citizens of an independent nation without territories or colonies in the Americas (so as to increase the neutrality of their opinions) and be registered with that nation’s legal body. The governments of both Peru and Bolivia will provide their evidence to these jurists and their aides.

The chosen legal experts shall meet in a commonly accepted place; the USA offers Guantanamo for these purposes. And together, these six individuals will study evidence presented by the governments and come to a conclusion regarding to whom the territory shall be provided to. In the unlikely case of a split decision between the six experts, both Peru and Bolivia will appoint an additional legal expert each. If the decision remains split at this point, the US government will appoint a ninth jurists to act as a tie-breaker.

Bolivia and Peru both agree to abide by the decision made by the legal experts. Should Peru be found the legal owner of said territory, Bolivia will withdraw its armed forces and government structure from the region and allow the citizens thereof to decide if they wish to withdraw to Bolivia or become Peruvian citizens. If Bolivia is awarded the territory, Peru shall withdraw all claims to said territory and allow Bolivia to govern it as it sees fit.


6.
Finally there is the issue of compensation.
If Peru was in its legal right to the territory, then it should be compensated for the years of illegal Bolivian occupation.
If Bolivia was in its legal right to the territory, then it should be compensated for the Peruvian invasion of the last year.

The USA proposes that both nations waive these further compensation and accept secure control of the contested territory as sufficient compensation in of itself.
 
This is a ridiculously convoluted proposal. The French Empire, and not the United States, was asked to intervene in this matter. French ambassadors will, if the government of Peru is as amenable as its Bolivian counterpart, meet with representatives of both nations this year and negotiate a sound, fair settlement. This is, if not the best possible solution, certainly the preferable one.
 
Peru has specifically requested that mediafion not be European. Also both parties have already agreed to the US proposal. So yeah... thanks but we're all good.

According to the The Lake Titicaca Resolution Peru has already agreed to, Bolivia is allowed to choose its legal experts from any nation and is by rights allowed to choose one from France. This allows for legal experts from up to 5 other nations, 3 of which are Peru's choice. We think this is fair. Additionally both nations have agreed to these terms.

We are sure that Bolivia, in turn, will agree to limit French involvement to the presence of a legal representative, as outlined in the treaty. Bolivia, can we be assured of this?

Let us be clear that there will be no military involvement from any foreign powers, be they US, French, European, or American. Can Peru and Bolivia both agree to this?
 
The Coming of the Industialists.

"Mr. Spreckels your appointment is here." His secratary said nerously from the doorway to his office.

"Good. Good." He rose taking out his pocketwatch to check the time. Right on time. "Show them in woman."

Do Min Joon, followed closely behind by has slave Song Yi Ang carrying a small box, stepped into the room. "It is a honor to meet you Mr. John D. Spreckels."

"Mr. June?" Spreckels said slowly as his mistake came to light.

"Yes sir." Do Min Joon stepped forward extending his hand. "You must be shooked at a orientals before you." Mr Spreckels quickly thought about the contact
he had been offered and shock the mans hand. "I am Mr. Do Min Joon. Son of the Ambassador to the USA."

"What is it I can do for you Mr. June." He checked his watch agin and sat down behind his huge oak desk. "Be quick about it. Time is money."

"That is why I am here." Joon motioned for Song Yi to place the box on the desk. Hinges toward her master. She stepped back and Joon opened the box.
"Our money and your time."

Inside the box was the standard offer. Gold backed Korean imperials, USA dollars and British pounds. Over two million in total.

"I want details about this venture?" Spreckels eyes gleemed with the thought of using that to expanded his industral empire. He pointed Joon to a chair.

"The Korean Empire is advancing at a pace to slow for the Emperor." Taking Song Yi Ang's gloved hand and leading her to sit in his place. "He has sent many
of his sons to the Americas to find help in creating a place in this new world for Korea."

"How is it that I can help?" Mr. Spreckels said taking another quick glance at the treasure infront of him.

"The Emperor wishes for you to come to Korea and join the growing number of what the american papers call Industrialists." Do Min Joon stepped to the window
to look out at the steamers in the harbor. "The new Korean trade treaties with Brazil and New England have opened up the need for a man possessing your
talents to solve such a problem."

"Industrialists?" Mr. Speckels said unconvinced that such was possible. Investers from the Americas putting big money in this Korean Empire. "Who would
invest in such a backward nation." He stood closing the box. "Let alone live there."

"One would be your good friend Mr. John Cleveland Osgood. The coal and iron genius." Joon turned to the millionare. "There is railroad men Collis Potter Huntington
from California and Jason Gould of New England."

"Well June." Mr Speckels opened the box and sat back down. "You have my interest."
