Thank you, but I must decline, by default, my nomination for Military.

I endorse Provolution for the position of the Minister of the Military. His outstanding doctrines and planning has helped us get to where we are. Without Provolution we may as well be in a jam fighting off our neighbors. But superb execution he has brought us through, and deserves this position more than any other.

Thank you, mhcarver, for the nomination. While I would relish the opportunity to debate my esteemed colleague Provolution on the future of Military Affairs(and we don't disagree on much), I am considering a run for Foreign Affairs.

Question 1: Do you believe we should go to war this term? If so, which civ[s]? And what units would you use - would you wait for cavalry, strike with samurai, or wait longer?

I believe that war is inevitable next term, but the war should be conditioned to a casus belli clause, defined objectives of the intended war, defined timeframe of three phases of war, each a turnchat long, with Deployment, Attack and Hold as the three phases, and then ask the Foreign Affairs to negotiate and poll the peace proposal. This means, I am for self defense wars where we reataliate by taking their wonder cities or strategic resources in up to three cities in a 3 TC war.
However, I will also poll criteria for a just offensive war, but these has to be strict in order to hold the game interesting. If the game loses its challenge and suspense, and becomes a display of micromanagement skills, story telling is gone, and my job is to provide fun, interesting wars for good storytelling.

Likely, we will see wars where the Iroquois and Babylonians may lose some irregular cities like Akkad or Maung Chunk, which we consider "ours", maybe also cities with Roman names or the area of the Grapes of Wrath Plains.
I may consider Provateers to provoke wanted wars without getting reputation hits, and will establish a Privateer Corps of Japanatican Buccaneers for that purpose. My vision is a strong navy that can deliver 4 simultaneous penal expeditions comparable to those USA used in the 19th century.
Additonally, Frigates would escort the Galleons landing the troops, where I will
use Samurai as long as it is economically feasible or the enemy develop musketeer defense. I will also upgrade Elite Samurai to cavalry, and let Darwinian principles allow us maximum gain og invested gold in troops.
The vision is to sponsor only Premier League (Elite) not Veteran (Blackpool FC, 2nd Division Soccer) Later on, we may decide to use various modern infantry units, but first spend what troops we have before we build new.
Japanatica can also handle the Draft when we reach Nationalism, but the long
term goal is to develop a Japanatican Marine Corps. However, we need
Navigation now so we can start with that, not later.

I do not see many intercontinental wars before Term 5, to be honest.
Until then, Doctrine will be 3 Turnchat Retaliatory Wars with defined outcomes agreed on, based on agreed casus belli and military budget. In fact, I will ask the people through Domestic how much funding we should give to military units and military buildings for rushes and upgrades.

I will plan the use of armed forces in several stages. I had a learning curve from watching this game, and will develop a military redeployment plan for the first two turnchats to adopt to the new doctrine. This redeployment plan will ask the Domestic Minister and Governor to provide minimal infrastructure for it, my job would be to modernize the military and make it more economic. I may even consider presenting and polling not a "Winter War", but a "Vintage War" against an inferior foe where we want to streamline our borders a bit. At the maximum, we will see four three turnchat wars in Term IV, one each against Iroquois, Babylonians, Zulus and French, but based on retaliatory defense. Retaliatory defense means,

They "Surprise" Us, We "Enterprise" Them and then We "Compromise".
All elite units from these experiential wars will be saved for Term 5, and sent to the rear, so we can maximize our future attack force for the other continent. If people approve my redeployment plan (takes two turnchats to implement, I will let the people discuss criteria for casus belli, which three cities within each civ we shall target, policies for POWs (workers), accepted
starvation of conquered cities, criteria for razing a city, which criteria to
cease hostilities, which landmarks to hold and so on. Smaller wars enable a stronger citizen participation in detail, on the doctrinal level.

However, some events may dictate more war-mongering, but as long redeployment is backed, we will have ready defense and retaliation plans for
each nation, overseas included.

Finally, I will be very focused on exploring oceans for islands.

The biggest threat is fatigue and a lack of participation, inspiration and entertainment.
Therefore, being in sole control of our continent, our own sloppiness, greeed or want for a simple and boring game is by far our biggest threat. Additionally, Magellans Expedition with 2 extra moves should be priority. The Waterfate Scandal of the Lighthouse forced ys to be more micromanagement isolationist, and I can see the same happen to Magellans wonder.
At least I will not face any much more crazy city localization polls for a while, and I decided to be a Mayor in Kagemusha as a statement to that.

I see that we need to map the remaining ocean squares and get islands before France, and watch how the powerbalance on the other continent unfolds.
