One AI stupid from Civ3

I was playing PTW in Emperor mode, and modified some things in game. Put a resource timber, and some buidings need this resource, like temple and harbor. But what i see in game was unbelivable. Some civs have built improvments, some not, but all dont built harbor. Japan build improvments and have timber. Russia and England have timber and build nothing. And Babylon, who have no timber, get it, i dont know where (i supose the ottomans give the only timber they have to them, but after i destroy the ottomans, and the babylons have no harbor, how they get it?). In 1490 DC, the civs starded to construct harbor and improvments. Can someone undstand this? And the Russia build galley at max. So much, than i see the galley sink for lack of money!! And a sort of strange things!! (Sorry my english)

Those babylonian settelers are a waste of population( no empty spaces) and gold per turn, though. Also that entertainer is useless

1490AD! Funny, the same time as Europe sailed out and discovered america

The AI can behave strange at times. They never build harbors for the purpose of trading. So if their cities don't need food from the coast, then that means that the AI will build no harbors.
