Cant build Hoover Dam
Im running the patched version of Civ 3, I have Electronics but cant build either Hoover Dam or Hydro Plant. My cities have a river in the radius so its not that. Anyone come across this before?. Is it due to war time?. At the moment I'm running around like a loony cleaning up pollution.

By the riverside
I believe that the city must be on the river, not just have a river in the city radius.

Hmmm... thats not what it says in the manual and I'm pretty sure I have several cities on rivers anyway. Have to check that.

Found out the answer myself so I'll post it for anyone else who is puzzled. War footing stops you building Hoover Dam or Hydro plant come to that.
