Try to go to War early to create a leader
Using the Aztecs, at the early middle age period, I went to war with the weakest opponent in the hope of producing a LEADER that can rush the creation of the forbidden palace. After several attempts I was able to create one, and that solved my problem. This also helped in gaining cities from other civs, since my culture quickly improves compared to the other civs.
I also transfers the palace from one location to another, depending on where I want to improve my culture so as to acquire more of the other civs cities. |
