Unhappy How do I stop occupied border towns from flipping

Alright, I just finished wipping out the Aztec, and two of hteir best town happen to be on the Russian and Indian borders respectively. Since they were large, they went through long periods of revolt. ! of them has already defected to the Russians, I need to keep the other one from doing the same thing. I have an abundance of culture in my nation, but not in that area...

I believe that like Civ III you can hold a rebellious (or potentially rebellious) city by placing numerous units inside that city.

I noticed that if you pull up that city and mouse over the population you will sometimes see a % chance of revolt. If I see that (no matter how small the %) I toss some more units inside the city to hold it.

Two ideas, turning down research and pumping up culture for a while? Or if you are lucky dropping a culture bomb...

The flipping is based on the culture of the city, not the empire as a whole. Switch to the slavery civic and slaughter some population for cultural buildings. They'll be unhappy and unproductive for a while anyways, so you may as well get rid of them to help keep the city and build it up again using your own people.

Upping the culture will also give you the defensive bonuses, which are very useful in the border cities.
