city won't build settler even if enough sheilds obtained
I am experiencing a bug where a settler won't build after the necessary sheilds are obtained? Sometimes I can get around it by changing my build from settler to granary, wait a turn, then switch back, but it only worked once. This happened @ 1700 bc in the GOTM 3. and happened at both capital and another city. I went at least 30 turns I even think my population reduced as if it did build the settler but none was actually produced. I am patched

You need population as well as shields ... at least 3 people in a city to build a settler ( because a settler is 2 ) ... if your people disappeared and you got no settler, well, you have to post a save game so people can look at it.
