Questions about revolts and culture flipping

I'm playing without "culture flipping after conquest" on, and I've captured several Japanese cities. It's the Industrial age, so everyone's culture is highly developed. The captured cities keep rioting, but they don't flip. Is it that cities don't flip back to their original owner unless you set that option, but they still riot?

As I understand it that option makes it so that any city that has ever been captured can never flip or riot. I've seen cities that the enemy captured sit completely surrounded by culture for centuries with no riots at all. I don't really like the option, mainly because the effect is permanent, so if the city changes hands in the ancient age it becomes immune to culture flips for the entire game.
