Captured City Growth Question/Problem

I amcaptured a distant city, after the unrest period (8 turns) end, I began improving the city to keep it from flipping back... However my effort are hampbered because I can not get the city to grow (with my people)... The city radius has fish, a farm and bananas... Everytime I try assign one of the people to the fish or a farm (the growth changes to 7 from stagnant). However the next turn it back to stagnant.

Any ideas as to what is going on?

Maybe city worker automation is turned on? Try turning it off in the city screen and then adjust the workers.

All of the automation is turned off on the city.... I even tried turning on "Auto for Growth" and it still will back to no growth.

Wasn't there some kind of bug in which exiting from the city wrong would negate the changes that you made? That's what this sounds like, although I can't remember specifics.

Yes, strange... after the cities population mix reached 11% England and 89% Incan it began to grow. Strange... why it did not grow before that is odd.
