Cultural War
Hi,
I was trying a game with a pacifist leader using only culture and diplomacy to win the game (no war). How do I take over a city with culture ? Sometimes, they just follow me but there is one ennemy city that is now completely surrounded by me, is only 18% Aztec (I am Arabian, at war with Aztec), people are rioting every now and then but the city just won't join me ? Any way I can get that city (without war) ? Thanks, Joe |

They may have a large enough garrison to hold down the revolts, in which case it may take awhile. Keep applying pressure and maybe send a few units to a good defensive location next to the city and see if you can't draw out some of the garrison.
