Only with Nationalism or from Nationalism?

I'm wondering about nationalism,the war modes and the stacking system...
For the war modes it seems it will be only with the nationalism...but what if you're in peace mode and the ai attacks you?Do the military units cost 2X?
And with the stacking system...are you allowed to stack after nationalism and will it be only in nationalism?
