It can be useful, as you don't have to build the improvement to access the resource.
So you can gain a happiness resource long before calender or can also be useful to plop a city ontop of copper especially if playing with raging barbs or on one of the higher levels. I can't really think of any other time you would want to do it, as drkodos says you can't fully maximise the resource with an improvement. |

I'm almost positive you won't get the (edit: should probably read health or happiness benefits) benefits of a resource until you've researched the proper tech.
It will save you the worker turns to improve it though, once you get the tech. I'd say Sugar is a good one to settle on because the improved tile is not so good. 2+2=4 Food and 1 Commerce (from: A Comprehensive Guide to Terrain, Improvements, Resources, and City Placement. thread) EDIT: Sugar is 4 food 1 commerce (2 if riverside). I wasn't reading so well. ![]() Bit about city placement Stone/Plains/Hill is the 2 Food/3 Hammer city site. EDIT: I see there are lots of those I wonder what this means for settling on Oil post Scientific Method but pre Combustion. I'm pretty sure you can't build tanks. When I put on a resource, that is when I can't do by another way, if no, I don't get other good tiles/resources in the zone, so I am obliged to put the city in this tile because of the region configuration.

I always avoid building cities on resources. I can't see any time it would REALLY be worth it.

Generally it's better to not settle directly on a resource, but there are a few exceptions:
If a mediocre resource, like ivory, happens to in the center of a beautiful fat cross, settle anyways. Incense is good to settle directly on top of, since it will improve the value of the tile (2/1/2 > 0/0/6) Once spies are in the game, it's worth just plopping a city on top of key resources, especially oil. Another time is when there are multiple of the same resource in the fat cross. Dye is notorious for this.
