Clarification on Organized

Well everyone knows that organized gives -50% civic upkeep. BUT, ive heard about reduced maintenance costs. Excuse my ignorance, but does "civic upkeep" also mean maintenance etc?

Just wanting some clarifcation since i play with Caesar

Civic upkeep -50 percent means you pay half of the civic cost that you would normaly pay. You get -50% maintenance benefits from the Courthouse improvement (which you can build at double production as well as the lighthouse).

Not if you're paying tens of gold per turn for Civic Upkeep. That can save a lot of cash when your empire gets really big. Besides, the cheap courthouses make it easier to put them in all of your cities as soon as possible.

There are 3 kinds of upkeep in civ 4:

-Unit upkeep. This is divided into a) gold you pay for all your units above a certain limit and b) gold you pay for having troops in foreign land.

-City upkeep. This is how much your individual cities cost. It is divided into a) distance from city and b) number of cities. Courthouses will half the amount the city has to pay.

-Civic upkeep. This is paid dierctly from your central treasury and depends on what civics your runing (low, medium or high upkeep) your total population and the number of cities you half. Organised halves this.

well, that isn't much then.

in late game Civic upkeep never exceeds 75 Gold per turn, so financial should still be superior.

That's a bit like saying, "my carburator is superior to my muffler."

Besides, it's like like you get to pick one other the other. You either pick Financial or you don't. You get courthouses (and state property etc.) either way.

Civic costs depends on difficulty level, while Financial is always +1 commerce regardless of level. Organised will save you bundles of cash on high difficulty levels when running the most expensive civics, and doesn't require turns working cottages to get up to speed.

Not having seen the numbers though, I'd pick Financial over Organised, guessing that Financial gets you more commerce, particularly in the earlier parts of the game where the game will be decided more often than not.
