If you do a 5 City Challenge, you're not allowed to have more than 5 cities on the interturn, so you end up burning a lot. But be assured; Eldar won this one.

490AD conquest win, on a completely random standard-sized map which turned out to be an 80%-water pangaea.
The big clue is the city that's 3rd in the list...

That's certainly not a 5CC, his population is too big.
The likely explanation is that those are the only 5 cities he has culture built in.

Because I didn't build them and they have zero culture. Chamnix is correct.
Despite the map being a "pangaea", the Ottomans were on an island, some distance from the main landmass. So I took them out last. They'd built the ToA, and I got two turns' culture out of in the handful of cities (two beach-heads, Istanbul, and another city) before I took the last 3 on the same turn and finished the game. So the top 5 cities, culture-wise, were: Beijing (Palace) Shanghai (Forbidden Palace) Istanbul (2 turns from a ToA Temple - it is highest in the city list so comes top of the rest) Ningpo 2 (2 turns from ToA Temple) Chinan 2 (2 turns form ToA Temple) The last 2 probably slotted into the city list in slots vacated by razing cities. I didn't hand-build a single temple or library the whole game.

I put these two bits together just so you could see why the Foreign Advisor's remark is even more funny than he knows. The FA's remark came up as I was preparing a Peace Treaty with Smoke Jaguar

Going by pure numbers the British are stronger than anyone else, Japan isn't even in the top 5. BJapan launched an audacious invasion against the number one military power in the world. Hm...just like real life Japan. This is pretty awesome anyway, I was afraid the British were going to come gunning for me. But guess their nice and distracted now. |

I was just coming to terms with my cow envy since I can usually get control of the cow on my maps but now you are getting me into wheat envy as well. ((((sigh))))
That would be an interesting game to play out, you have all that wheat but it is flood plains, desert and plains otherwise. Still and all...
