Is there a Civ limit?

Using Civ4 vanilla 1.61 - 16 civs included with game - it there a limit to the number of Civs we can have? Must I delete a civ to add another?

no you can have as many civs as you want BUT only 18 per map, also you should have 18

Oh 18 because you can have 2 of the same civ, if it has 2 leaders - gotcha...

So, I could have say 34 civs but could only play a max of 18 per game? I get it, thanks!

But now I understand Warlords allows 24 civs, is that right? And isn't there a mod to allow 24 with vanilla?

In Vanilla it's impossible to have more than 18 per map, but in Warlords right now there are DLL's for 24 civs, 32civs, and even 50 civs.
