On a speed test, my internets run much faster than I actually download things at. In fact, I tend to hover around 30kb/s for downloads when I should get at LEAST 750kb/s. What's the deal?
First off, are you differentiating between bits and bytes? Download speeds are going to be measured in bytes (30 kB/s) while internet connection speeds are measured in bits (56 kb/s, 1.5 Mb/s, etc). There are 8 bits in one byte.
And like everything else on the internet it depends heavily on the quality of the connection between your PC and the server you download from, the traffic level one the server, etc, etc.
