AI Aggression Levels

With all the questions I've been posting, you might correctly guess that I've been working on a mod.

Admittedly this is very unscientific, but it seems that Aggression Level 4 Civs are actually more aggressive than Aggression Level 5 Civs (this includes taking into account Favorite/Shunned Gov types etc.). Has anyone else noticed this, or am I just experiencing a weird run of improbabilities?

I don't think it's that weird, but I usually experience the same amount of agressiveness between 4 and 5.

You don't think it weird that 2 out of 5 choices are identical?

In my mod i gave Ghandi agressive level of 1. Not many improvements from the bloodthirsty shaka-style ghandi in the normal game ... But there seemed to be slight improvements ...

- India's default aggression level is "1" - although that Civ's actions in the game would, in general, hardly correlate to my understanding of "pacifism". (Interestingly enough, the only other nation with a default level of "1" is France, which I find questionable.)

It's alarmingly reminiscent of one aspect of my early testing of what units the AI would build - despite identical settings across the board (i.e., every option identically chosen or not, and given identical force pools), certain Civs retained slightly different, yet noticeable and repeatable patterns in what they built.

Methinks ghosts of hard-coding remain in the machine ...

It is ? I could have sworn i changed it. I changed several of them. I remember seeing plenty wich didn't fit the leader at all.

is the setting of goverment types an effective way for programming a
certian civ to be peeved with another one?

because that's what i was doing in my mod, and i hope it actually works lol.

The "Shunned" / "Favorite" Gov types do seem to effect how a contacted Civ reacts with and to demands etc.
