Video driver scrolling collapse - HELP!!!

I have this - in my opinion - serious :-) problem.
I love both Microsoft Combat Flight Sim 2 and Civ3, which I bought few days ago. Civ3 is really perfect game for me. I have patched it on ver 1.17f.
But strage thing happened after installing latest nVidia video driver (ver23.68). In CFS2 framerates increased excellently (from 25-35 FPS before installation up to 75-85 after installation) even in highest graphics settings.
In contrast, simply scrolling through the map in Civ3 is almost impossible!! It seems also, whole graphics performance in civ3 is much worse (in opposite to all other applications). ITīS REALLY ANNOYING!! Ihavenīt found any warning neither on the game case nor in the manual.
Could anybody send me an advice, what should I do???

My system specifications:
Pentium 4 CPU 1,6 GHz on the motherboard Intel D850MD.
Graphic card GeForce 2 Ti
RAM 256 MB
Windows XP

Do you know how to disable 3D hardware acceleration support? I heard some people said Civ3 performance will greatly improved if you disabled that...

You can change the hardware acceleration setting by right clicking at the desktop --> Properties --> Setting --> Advanced --> Trobleshooting

There may be easier ways to change the accerlation settings...
