How do you install new city graphics into an existing mod?
This case being the Ethnic Deverse Mod? And the city sets in question being Chams Middle Eastern and recently released Mesoamerican sets. How do I set them to certain civs only?

I think it my a reference on the CivilizationInfos.xml, the <ArtStyleType> tag is my guess, play around with it and see if you can cause a change with it.

the cityLsytem and plotLsystem are a bit tricky...

Mmm, checking this tutorial (quick) I don't see the specific answer to SoG's question.
Open up the CIV4CivilizationInfos.xml file in the XML/Civilizations folder structure and do a search for the <ArtStyleType> tag. Every civilization ingame has this tag in it's parameters. After it you'll see an artstyle tag like "ARTSTYLE_EUROPEAN" or "ARTSTYLE_ASIAN" or whatever. Change it to the artstyle you want and you're done. Of course, you still have to adapt the files mentioned in Cham's tutorial to show new citysets.
