Are patches cumulative?

Ok, here's the problem. On my computer, I installed patch 1.16f and then 1.17f. I wanted to email my friend a game so we could take turns playing. He only had installed version 1.17f, not 1.16, and the game crashed when he did it. It also crashed when he tried GOTM 6 from this website. According to him, all of his other games work fine. So my question is, does he need to go back and install 1.16 and then 1.17 over it, along with the next patch when it comes out?

EDIT: I am using Windows ME, while he is using Win98, if that makes any difference (although I don't think it should).

While you shouldn't *have* to unistall the old patches I think that it is recommended by Firaxis. Some people have had to go as far as completely unistalling the whole game and then installing the game fresh then patching with the latest patch, skipping v1.16.

But he only has 1.17 on, so why would the Game of the Month crash? Or does he have some other problems? I know he has tried uninstalling the whole game and starting fresh...maybe I should just let him write his own topic.
