weather's affect on battle

is it possible to create rain, snow in the tiles? Sometime the weather decides the fate of the battle.

i doubt it but it would be a nice thing to add, although if you want that level of detail you may want to check out the Total War franchise.

Bear in mind that in the early game, turns are hundreds of years long. It doesn't rain for 200 years (although I live in Britain, so it sometimes feels like it ).

Empire Earth 2 had weather in it. It wouldn't actually destroy things, but bad weather such as rainstorms and sandstorms could perhaps hinder the movement and line-of-sight of units. For instance, in the scenario of the American Campaign about WWII in North Africa and Sicily, sandstorms would hinder the line-of-sight of the American troops. In that game, there was also a civilization called the Aztecs who suffered no movement penalties in bad weather, and outposts could predict what weather was coming next (and in the Modern Age and beyond, when the weather would come!).
