Espionage
I've built an intelligence agency, yet I stil can't seem to do all the things described in the Civelopedia.
The only thing I can do when I click on the "E" is Investigate City, and Steal Technology. According to the Civelopedia, I should be able to sabotage production, plant spies, etc. Where is all this? |

The first thing you should do is Edit down the exorbitant cost for everything related to Espionage by at least a third.
The second thing you should do is attempt to PLANT A SPY. Also remember, one of the best uses for Espionage is getting a rival civ to declare war on you - and that happens a lot since missions often fail. |

Yeah I just read the FAQ and tried it out. Works quite well..Gets rid of that war weariness that tends to plague democratic societies.
