None of those are deserving. I want them in about as much as I want San Marino.

Isreal exists as a jewish state. Thats why it has been repeatedly founded it is its identity. Where countries like China is Budhist after being founded Isreal was founded to be a safe haven for Jews after the Holocaust. You cannot compare countries like China, and America to this.
When I said I wanted Canada I said I was hypocritical. Therefor I know their are other civs more deserving of the spot, but would love to rule the world with an iron fist as the all powerful Steven Harper.

.....not sure about 'secondary'....but where are the Huns?
Then again, might need to include volcanoes, plague and pestilence as well?

I'd say Israel, just because it's the only one of those that brings a new flavour into the game. The fact that it was an ancient civilization also helps its case tremendously.

Poland would be a close second
