Will a conroe 2.13Ghz be a noticable upgrade
over an overclocked pentium D 2.66 at 3.33 ?
I've got 2GB Ram and 2x7600GT But when I play on huge with 18 civs it'll take the computer a while to take its turn, even from the very get go Will the conroe noticably shorten the time it takes the comp to move?

I doubt it, depends on the details of the pentium D I guess. Civ doesn't take advantage of the second core, so unless you're running a lot of other things that use processor time while playing Civ (in which case you might see a speedup), I think there's not a lot that one can do on 18 civ huge games. It just takes a long time to figure out the AI moves for those games...

Any Core2 duo will be 'better' than a Pentium D, as it has two cores each running at the given speed (3ghz plus or minus something usually). However, for Civ alone (not running other stuff), it's not that much better unless the Pentium D is really a quite old Pentium D ... CPU just isn't the crunch point for anyone who is complaining about Civ4's performance. That said, 2gb -> 4gb isn't going to help you much either... if you have both of the above and a good (nV 7000+ or ATI equivalent) video card then I don't see why you need to worry (About Civ4, anyway).
