Caste system blocks engineers and priests. I assume this is because the power of production issues. But then, what about the science issue?
In any case, I guess they could block off merchants from caste if they wanted to restrict over-exploitation. But it looks like Cynical hit the problem right on the head. Now, what if you had the civic option to add 3+F to all specialists :P
