How you edit it depends on several things.
If you have the hacked editor, then I can't help you, as I don't use it. If you're Civilization III version is lower than 1.21f, then open the editor (Civ3Edit.exe) and open the Tools menu, and deselect Use Default Rules. This will allow you to access the real editing tools. Click on the Edit button on the lower toolbar and then click on the Units tab. Next, click the Rename button. When the dialog box appears, click on Cancel. Now press the A key on your keyboard. This will make the add unit box appear. Type in a name, and start adding in the values. To learn how to add in the values, click the Help button on the Units tab. |

Once you have the hacked editor, click on Customer Rules under Scenario, then go to the Unit tab. Click add and give your new unit a name. Then edit it to give it the stats and abilities you want. Make sure the name in the editor and unit's folder and .ini are exactly the same. You'll need to make a Civilopedia entry, but it you don't care about that you can just use one for a similar existing unit (for example, PRTO_Rifleman, or whatever works for you). Then you are ready to go. BTW, these kinds of questions belong in the Creation and Customization forum. Just a friendly FYI. Have fun.
