Not sure if it is the right forum... but i didn't find any better... It's not a Technical Support problem and not really about modding either...
I would like to remove this blue partcle effect, when a unit is ready to promotion - i often prospone promotilns, and the glow all over the place bothers me (not to mention slowing down my computer).... I prefer to look into the toolbar, to know if a unit is ready for promotion... With Vanilla it went away when choosing to deactivate particle effects... But now on BTS it is still there, with all graphics turned all the way down I really-really hate it Does someone know, how to make it go away ?

The graphics in the game doesn't necessarily show you what's going on. Its just the way they've been animated. Since low graphics bothers you that much you can open the proper XML file for the effects(I don't know which one) and edit the scripts, or the "nif" effect file for the promotion glow and replace it with a blank "Nif" so no lag...but it may not work.

Press ctr+o click on grahpics and click effects disabled. tada.

Unfortunately in BTS the glow does not go away when disabling effects

the unit promotion art is under:
Assets/Art/Effects/unit_promotion (vanilla directory) Edit: almost forgot, If you can't find it there you need to unpack the assests files with "pakbuild" software

Thanks Root Beer. It's in the CIV4EffectInfos.xml... i found it when searched for unit_promotion... Didn't think of it, before reading the name of the promotion art in your post
