Central Intelligence Agency

I like to hit F3 during a game and get the troop number comparison from the advisor. But at some point in the game that ability is lost and instead the advisor must have a spy in order to give information.

When does this occur? Is it caused by the building of the CIA? If so, that is a strong reason to me for not even building it.

As far as I know, the advisor can make the number comparison all the way through the game.

But after you build the Intelligence Agency you have the option to use a spy to get the location of all your rival's troops. That's what the advisor is talking about.

That's what I thought! I looked and looked and looked for how to get the normal report. Did I just over look how to get it?

For me the Intelligence Agency is useful because it alows me to see how many units of each type a Civ has. This ability is important to maintain the balance of power between me and my worst opponent, and also to give the go ahead to an invasion.


That is only useful thing obtained from the creation of a spy which on its own is an already dangerous endevour, because of the risk of getting caught and having to deal with a war at a bad moment

Espionage is still not worth it even at Edited down costs.

You can find enough information by investigating a city and seeing what's there. It'll give you enough to extrapolate on the entire enemy military.

The military advisor (F3) will tell you your relative military strength if you have an EMBASSY with that other nation, not just all the time. In order to get the actual numerical breakdown of their numbers you need a spy in their capitol. A lot of the time the advisor will say "We need a spy to view troop locations", which is referring to the exact position of units on the map; this may be confusing some people.

I always get caught while trying to plant a spy.
(this makes CIA seems useless to me)
Any idea on how to lower the risk of being caught?

I never build the Intelligence Agency... they just spend all their time spying on the Students for a Democratic Society anyway...
