Leader will not create army!
For the 1st time I have a leader that will not let me create an army. I have moved Barbarossa from city to city and he will only offer to hurry production. Is this a bug?

There can only be 1 army for each 4 cities you have. You must have more armies than that, which is almost never exceeded. Try building some more cities and see if that works.

I think you also need a barracks in the city where you want to create the army.

Hey Iv'e gotten a GL before in the ancient times........I think I had only 2 or 3 cities.
