Apostolic Palace

I have built the Apostolic Palace and several games but have never given the option to do anyting with it except vote for who controls it. How do I make resolutions?

There has to be other civilizations with the same religion as you as their state religion.......so go out and convert those heathens!!!

I have the same problem, I have been in control of it for at least 6 elections and I have spread my religion to four other Civs but I still can not propose any "resolutions" any help on how you do this or is my game bugged?

there have to be potential resolutions in the first place. for the UN, there are some vote options that are just always there, no matter what the world is doing: single currency, the ones forcing civics, etc. so the "pick something to vote on" box pops up like clockwork.

the AP votes depend on what's happening in the world. it's entirely possible (and quite boring!) to go for thousands and thousands of years with no resolutions possible.

this is from the civilopedia (which really doesn't explain the AP concept well )


so for example the last one, Assign City, will never be an option if there's not a city where a full member has higher culture than everybody else with culture in the city and the city currently belongs to a voting member, not a full member. most games, it doesn't come up. i've arranged for it to come up, by using spies to swap a neighbor into free religion so that he gets demoted to voting member, but i'm AP resident so i count as a full member no matter what my state religion is . it just makes the world more fun.

i had a great case of Declare War one time. i was beating up monty, who changed to the AP religion during the war, so he was a full member. but he had that religion only in one city, and i razed it. so then, even tho he claimed to be a true believer, he was a non-member all of a sudden, since he had no actual votes (they come from population in your cities with the AP religion). so i got the option to declare war on the infidels vs. somebody whose state religion was the AP religion !

but it's really different from the UN. so of course it's totally confusing until somebody tells you what's going on. the UN trains you to expect a box to come up often, annoying often in fact! and the pedia, well, it doesn't do a great job telling you what's going on. but that's a rant for another day...

The AP can be incredibly powerful if you spread your religion properly. I try to get it, Spiral Minaret and Sankore pretty much every game. The AI tends not to prioritize any of them so it is very doable in most Monarch level games (usually have to use a Great Prophet to lightbulb Theology but it is worth it).

It is a little hard to predict when you are going to achieve the necessary conditions for resolutions to be proposed, but I find the AP to be worthwhile for a number of reasons. First, if you are into high scores, an AP victory, while not a sure thing, is almost guaranteed to produce a great score. (Sometimes it is good to try this with a backup plan for a cultural or space race victory.) Second, if you control the AP, you have at least limited control over who is warring with who. I've even had the chance to vote to "stop the war" against me! Finally, the best reason to build the AP is to keep an AI from building it--because it IS so unpredictable!

Spread your religion to as many civs as you can reach, and you will have more chances to make resolutions. If the religion is not widespread, the main use of building the Apostolic Palace would be to keep someone else from using it against you.

The "Assign City" peeved me off in my current game. There's a city that was Aztec, he lost to my ally Genghis, then he conquers back, and then my culture overwhelms it and I get it. Not 2 turns go by before the AP vote comes up and it gets given to Monty.

How the heck did Monty have the "highest culture" if I had just converted the city by culture? It makes no sense.

On top of all that, when it was given back to Monty, it somehow modified the culture value of the city and the tiles around it, because the city was no longer under such culture pressure from me, it got a free expansion to the 9-tiles around the city. It stayed that way for another couple hundred years before my culture started pushing it in again.

Makes no sense.
