Can't leave option screen in HOF 3.13.001

I started with a clean install of Vanilla and 1.74, then added BtS, then added the 3.13 patch, then installed the BUG mod, then installed the HOF mod.

I assume the BUG mod doesn't do anything when I load the HOF mod?

Anyways, when I open the options screen, the "exit" button does not work. If I launched it from the title menu, I can use the Esc key to get out of it... but if I open the options menu in the middle of a game, my only option is to bring up the task manager and end the Civ4 process.

You probably have Vista. Your give security access to the folders. There is post with instructions around here somewhere... I post a link when I find it.

Additionally to the described solution above could be (what I had) that you installed the HoF mod under a different user and only this user has write access and all others only have read access (XP Professional). You have to log in with this other user and chance access for "others" to "write" on this directories/files.
